Centralhatchee Recreation Facility Expansion
Town of Centralhatchee, Georgia
The Town of Centralhatchee (The “Owner”) is soliciting sealed bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the CENTRALHATCHEE RECREATION FACILITY EXPANSION. Bids will be received by the Owner, at the Centralhatchee City Hall, Attention: Mike Crockett until 10:00 a.m., local time, on Tuesday, July 22, 2025 and then at said office publicly opened and read aloud.
A Non-Mandatory Pre-Bid Conference will be held for all Bidders at 2:00 p.m., local time, on Tuesday, July 8, 2025 at the Centralhatchee City Hall. Interested bidders are encouraged to attend.
The project consists of expanding the existing recreation park with a paved drive, paved parking lot, sidewalk, and grading and infrastructure for future amenities (future amenities not included in this project). The project will include demolition of existing pavement, grading, storm sewer installation, enlarging and modifying existing stormwater detention pond, water service installation, erosion and sediment control (installation, maintenance, and removal), concrete sidewalk and curb and gutter, asphalt pavement, signing and marking for new parking lot, and coordination with Project Engineer and Owner’s Authorized Representative.
The Instructions to Bidders, Bid Form, Contract Agreement, Drawings, Specifications, Forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following.

Physical or electronic copies of the Contract Documents may be obtained from the office of Georgia and West, Inc., (770-834-4694) upon payment in cash or check of $100.00 non-refundable per set. No partial sets will be given. Shipment of Contract Documents will be at the purchaser’s expense. A physical street address must be provided to allow delivery.

By receiving the Contract Documents, receiver agrees to allow their company information to be released to the public as a “plan holder.” Copies of the plan holders list and Bid results will be made available upon request, in accordance with the Georgia Open Records Act, O.C.G.A. § 50-18-70, et seq.
All bids shall be delivered to the Owner at the Centralhatchee City Hall, 715 Centralhatchee Parkway, Franklin, GA 30217, Attention: Mike Crockett by the time and date specified above. Bids shall be submitted, sealed and mailed or hand delivered and shall be received by said office no later than the above time and date.
Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, on the amount of five percent of the Bid. Bidders may submit a letter of credit, issued by a local bank, or certified check in lieu of Bid Bond. Personal checks are not acceptable.
The successful Bidder for this contract will be required to furnish satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
The Owner reserves the right to reject any or all Bids, in whole or in part, with or without cause. The Owner reserves the right to waive technicalities and informalities in the Advertisement for Bids, Contract Documents, and/or the Bids received.
Award of the project shall only be made to a contractor who in the opinion of the Owner, at its sole discretion, is qualified to perform a project of this size, complexity, and finesse. The qualified contractor shall further demonstrate the size and numbers of crews available to perform a project of this size in the time specified.
The quality of the contractor’s work, including the concrete and asphalt pavement finishing, is of paramount importance. Prior to award of the project, Bidder(s) may be required to provide the Owner with a list of previously completed projects similar in nature to this project that will illustrate experience as well as the quality of work performed.

The Town Of Centralhatchee is located in Northern Heard county Georgia approximately 7 miles from the county seat of Franklin Georgia. The community was originally known as Black Ankle until the town was chartered as Centralhatchee in 1903. Current population is 409.
THE CITY WELL
The “public well” is located in the exact center of the Town of Centralhatchee on Centralhatchee Parkway. The well was dug by Jewel and John Gladney around 1935 and 1936.

THE CITY SEAL
Annie Henderson
The city seal for Centralhatchee was designed by Annie Henderson. Annie was in the third grade at Centralhatchee Elementary school when she entered a contest to design the city seal. Annie’s drawing won and is the official seal used today.

Centralhatchee City park
The city park is located at 139 Nutt Rd. Franklin, Ga 30217. Centered in the park, sets the veterans memorial. The memorial serves as a place to reflect, remember, and honor all who have served our great nation. Surrounding the memorial, the park has several amenities to offer for your enjoyment. At the park you will find a baseball field equipped with a scoreboard, basketball court, and tennis court. Also, playgrounds, a walking trail, an area for volleyball, two pavilions, and restrooms. The baseball field and pavilions are available to be reserved free of charge for day use by contacting the city hall at 770-854-5801 Monday, Tuesday, Thursday, & Friday from 9am to 5pm. and Wednesday 9 am to 12 Noon. Centralhatchee community center
The community center is located at 715 Centralhatchee Pkwy. Franklin, Ga. 30217 on the lower level of the city hall. The community center is available to rent daily (16 hrs) from 6am to 10pm. for a fee of $100. If all rules are followed and there are no damages to the facility, $25 of your rental fee will be returned to you. Reservations are made first come first serve. The center has a full size sink and refrigerator, warming oven, and microwave. Also, swings and a play ground outside. The center will accommodate up to 100 +
